UPI Charges Latest Update 2026: Will UPI Payments Become Chargeable? Here’s What the Government Says

Amid growing discussions about UPI payment charges, the government has clarified that consumers will not have to pay transaction charges for using UPI. Person-to-Person, or P2P, UPI transactions will also continue to remain free.

However, a possible Merchant Discount Rate (MDR) framework is being discussed for certain merchant transactions. The government has made it clear that this should not be interpreted as a blanket charge on all UPI payments.

Who Could Pay a UPI Charge?

According to the government, if MDR is introduced in the future, it would apply only to a limited set of merchant transactions above a specified threshold.

The proposed MDR would also be nominal and lower than typical debit or credit card MDR rates.

For regular customers scanning a QR code and making everyday UPI payments, there is currently no separate UPI transaction fee.

P2P UPI Payments Will Remain Free

Users sending money to friends, family members or other individuals through UPI will continue to make P2P payments without transaction charges.

The Finance Ministry has specifically stated that consumers will not face transaction charges and that P2P UPI transactions will remain free.

What Is MDR?

MDR stands for Merchant Discount Rate. It is a fee associated with processing digital payments on the merchant side.

MDR should not be confused with a direct UPI fee charged to consumers. The government has clarified that consumers will not be charged for making UPI payments.

Will UPI Payments Above ₹2,000 Be Charged?

There is currently no final rule stating that every UPI payment above ₹2,000 will attract a charge.

Reports have discussed possible MDR models involving transactions above certain thresholds, but the government has not announced a universal ₹2,000 UPI fee or a final MDR rate. Finance Minister Nirmala Sitharaman has said that the MDR framework has not yet been finalised.

Users should therefore be careful with social media posts claiming that a fixed percentage will automatically be deducted from every UPI payment above ₹2,000.

Why Is UPI MDR Being Discussed?

UPI has grown into one of the world's largest real-time payment systems. Its expanding infrastructure requires continued investment in technology, cybersecurity, fraud prevention and resilience.

The government says the proposed legal change is intended to support the long-term sustainability, technological advancement and resilience of the UPI ecosystem.

In July 2026 alone, UPI processed 2,366 crore transactions worth around ₹29.9 lakh crore. The payment system is also now live in 11 foreign countries.

What Should UPI Users Do Now?

For now, regular UPI users do not need to worry about a new payment fee. Everyday UPI payments and P2P transfers remain free.

If an MDR framework is introduced in the future, it would primarily affect eligible merchant-side transactions rather than ordinary consumers making UPI payments.
